Above the rust stain marks, there is a acoustics fixtures being attached to the external plaster wall. Streaks of rust marks were formed on the external façade of rendered walls that is not easily removed by cleaning. Although not a structural defect, it is a failure in the aesthetic performance of the façade by the designer.
