Biological Growth on Floor due to Clogged Drainage

The roof scupper drain is clogged from leaves and other debris which is effectively stopping the water from being drained from that area and overflows along a walkway. This has created a situation where the walkway is wet for a longer time, which has led to biological growth on the floor.
