First, the water source should be tracked and sealed up.

Repainting
- Test the adhesion of the paint on the surrounding areas by applying a length of tape on the surface and removing it with a quick motion.
- If there is a large area of inadequate adhesion, the entire surface should be scraped and sanded.
- Make sure the surface is dry and clean enough for new application of coating.
- Prime surface with a quality latex or oil primer. Apply a masonry sealer and allow it to dry completely.
- Re-paint the surface.
