Paint film has cracked and peeled around the PVC floor drain pipe as illustrated in the figure. Through capillary action, the water will travel through the porous concrete and to the paint film when waterproofing membrane is not effective. The water would exert sufficient pressure to push the paint film off the surface as shown in the animation.
Peeling can be referred to as the splitting of a dry paint film through at least one coat as a result of aging, which ultimately would lead to complete failure of the paint [1-2]. In its early stages, the problem appears as hairline cracks; in its later stages, flaking occurs.
